Consulting

Through my firm, Kellogg Energy Advisory, I provide strategic consulting at the intersection of energy, regulation, and geopolitics. My work spans technical analysis, regulatory impact assessments, and public-private engagement strategies across both conventional and emerging energy sectors.
As a consultant to federal agencies through Econometrica, Inc., I have contributed to regulatory impact analyses for offshore oil and gas operations, including the decommissioning of Gulf of Mexico pipelines and Arctic exploration permitting. This work has involved economic modeling, GIS analysis, and integration of evolving policy directives under the U.S. Department of the Interior.
More broadly, my advisory services draw on 20 years of experience across oil and gas investment, decarbonization strategy, energy security, and U.S.-China relations. I support clients in:
● Evaluating the economic impact of proposed regulations and federal rulemakings
● Conducting technical and policy assessments related to offshore infrastructure and energy transition
● Advising on cross-sector initiatives that bridge commercial, academic, and government priorities
● Assessing geopolitical risk around energy investments
Whether working with private equity, municipal agencies, or think tanks, I bring a multidisciplinary perspective grounded in both field operations and strategic policy insight.
